If the speech is directly threatening someone or something, I think it can be considered hate speech. Misinformation can be drawn when it is directly opposite of what the government is stating.

When people are lying about threats others have done or things that may harm people. When you feel unsafe around them.
many do not like the truth freedom of speech should still be allowed and when it comes to hate speech they should be stopped but you need to hear the people out and if they have a good reason something should be changed but if there isn't that will continue to happen but don't use force
